Question for Camp Perry Shooters

I just bought the guns from the estate of a Camp Perry Master Shooter.

One pistol, a Caspian 22 (pictured) fires with the safeties on.

If I lock the slide safety on and pull the trigger WITH OR WITHOUT depressing the grip safety the slide safety clicks down to the fire position and fires. it's not rough at all and seems like it's the intended function. The grip safety is NOT PINNED.

Other than that, the gun runs smooth and perfect. None of his other Camp Perry Guns has disabled safeties.

Wondering if there is any plausible reason why this may be set up this way or is it just broken?

This question is relative to Camp Perry Competition guns only.

I'm certainly no expert on Camp Perry guns, having only been there once as a volunteer to watch the 1000 yd rifle matches, but I'm betting that is designed to work that way. The Range Safety Officers are religious about keeping firearms on safe until the moment of being fired which can break the concentration of the shooters.

yes, multiple mags and it runs like a hot rod. Just wondering if this is an intended modification before I mess with it.
