it's a custom dimmer switch pedal, for cars that used to have a metal "button"-like switch, for turning bright lights off & on. Located on the floor, on the upper left side of the floorboard, you used your foot to depress the button / switch. These were on most all the Pre-1970-era cars.
( You've gotta be old, or have owned an old car to remember this)

Wow I remember nearly all of those things. Still Love the Buick Rivera this cars were beautiful! Folks had a '67 Cougar.
